National Health Service in Italy National health services in Italy are controlled by the regional authorities. Each region, Regione, controls local sanitation units ASL-Azienda Sanitaria Locale. The ASL guarantees basic health care services by providing you a general physician , Medico di Base, hospital services rehabilitation and laboratory tests. It is responsible for preventive medicine, public health and hygiene as well as veterinary services. You are entitled to the National Health Service if you are a resident and regularly employed by a company or self-employed and paying your health care contributions. EU nationals can benefit if they have an E111 form. You can apply for a Tessera Sanitaria, health card, at your local ASL office. Non Italian nationals are required to renew it annually. Contact your ASL for vaccinations, and medical certificates for driving licenses, you can notify community health problems, food poisoning and poor health conditions in public places. An independent department within the ASL takes care of Social Services-ASSI, such as old age homes, rehabilitation centres for the disabled as well as drug and alcohol related problems. Each ASL office has a list of doctors within a certain area, with relative addresses and visiting hours, you are free to choose your own doctor. Doctors cannot be assigned more than 1,500 patients, luckily not all fall sick at the same time. If you are unhappy with your doctor all you have to do is go to the ASL office and choose another one. If you change address you will have to select another doctor at your local ASL office. Children between 6 and 9 years are entitled to a paediatrician. From 9 to 15 years of age your child can be under the care of a paediatrician or a general physician. Your doctor will not charge you for medical visits during ASL visiting hours, nor for necessary house calls during working hours. He will prescribe medicines, lab tests, refer you to a specialist or a hospital, organize home care assistance and issue health certificates for work or school. Your contribution or "ticket", for medicines, lab tests and specialist's fees are determined by the Ministry of Health. You will pay a fee if you go to your doctor during his private practice hours or if he makes a home call after working hours. You will be charged for intravenous injections, medications, stitches, disability certificates and health certificates for sports. Guardia Medica or medical guard, is a substitute for your personal ASL doctor after working hours and during holidays .The service is free of charge. If necessary the doctors on call visit the patient at home, prescribe medicine if required urgently or refer him to a hospital. In case of accident or any other emergency dial 113 from the nearest phone, give name of the road and nearest house number and ask for an Ambulanza ambulance . If you are able to reach a hospital go to the Pronto Soccorso- first -aid /casualty ward. Most airports and major railway stations have first-aid facilities and qualified staff on duty 24hours, the same applies to Croce Rossa Red Cross, dispensaries. Each region has a medical emergency number it is listed at the beginning of your phone book. The call is free and the number is activated 24 hours a day. Operators take all the necessary steps to arrange for doctors, ambulance or helicopter to the nearest available hospital. Chemists Farmacie- chemists, follow normal shopping hours from 9am to 12.30 p.m. and from 3.30 p.m to 7.30pm. Large towns and cities have Farmacie open all night and others that give 24hour service. You will find their addresses displayed outside chemist shops. You can go to a Farmacia for minor ailments, chemists are most competent and will be able to help you. Public and private health care facilities need to meet a certain number of pre-established standards to be accredited to the National Health Service. Hospitalization other than emergencies, is prescribed by the personal ASL doctor and by the Guardia Medica in his absence. Patients are free to choose any accredited private or public facility. The National Health Service covers all expenses related to emergencies and hospital charges in general. You are required to pay a "ticket" for special therapies not included in the basic health care program. If specific medical facilities required by you are not available in Italy, you can apply for treatment abroad by submitting the necessary documentation to the ASL.
